Is your feature request related to a problem? Please describe.
The SCOTCH (Chevalier and Pellegrini. 2008) as an alternative for ParMETIS to do domain decompostion for unstr meshes should be implemented in the WW3.

Describe the solution you'd like
The SCOTCH library should replicate the ParMetis functionality.
