Is your feature request related to a problem? Please describe.
Remove #ifdef CESMCOUPLED from output variables

Describe the solution you'd like
Allow for new output calculations to be available for all users of WW3 and document the new variables in the manual.

Describe alternatives you've considered
Some variables that are only needed for coupling but not output will be moved to the cap code out of w3iogo

Additional context
Relevant for merging #641 back to the develop branch
