Install fit2obs and load with a modulefile. #10

This issue will enable installing fit2obs completely; executables, scripts and jobs.
A modulefile will be added to the installation space that will put fit2obs in path for use in downstream applications such as GFS.

This is similar in process to the prepobs and obsproc projects.
