Sometimes people can get the following error if they don't have the c++ runtimes installed on windows:
The code execution cannot proceed because VCRUNTIME140.dll was not found. Reinstalling the program may fix this problem.

FWIW, I’ve seen issues with Rust projects on MacOS-ARM64 platform as well, and static linking is the workaround there as well.
