Is it possible to open two separate windows with each one full screen on a separate display?

With the current settings it is not possible. You need to modify the weston.ini. That is something that I've never tested. in theory Weston can set multiple output sections, each corresponding to one output (ref: https://man.archlinux.org/man/weston.ini.5.en#OUTPUT_SECTION)
