ibm_pi_instance:: pi_network attribute has the values swapped.

referencing the old issues which had fixes in:

1. ibm_pi_instance: pi_network attribute :: Provider incorrectly seems to detect a change, applies it - next apply incorrectly detects the same change  #5224
2. Change network type from list to set in resource instance #5253

The issue with order of network ids which gets attached to the LPAR is back
We pass a list of networks that needs to be attached to an instance. The order is important for RHEL images.
This order is getting changed . Worked fine till 1.74.0 .
