Add the Power Phase based on INT to the initiative order #73

Here the book offers two options:

  1. Standard rule: Power Phase happens on INT ranks before the DEX ranks (p. 123/124)
  2. Optional rule (p.124): INT rank goes alongside DEX rank. In case of ties, the higher DEX goes first

It would be great, if the system could support both options. It would be neat if the Standard rule could be supported.
