Update WPILib to v2019.3.2

Based on the changelog, we should have full code compatibility. However, this part of the VSCode plugin log means that we probably shouldn't program on the driver station computer:

Build automatically upon opening new project. Building immediately after cloning from git or creating a new project helps ensure things are set up and working for offline use (wpilibsuite/vscode-wpilib#204)

Basically ,if we want to guarantee that a working copy lives on that laptop, we should code on personal computers and pull changes into that one. Please adhere to these new guidelines!
