Contributor PRs are not being consistently assigned to the correct CME #5962

  1. Navigate to Fixed address clear detected & modified the state #5954
  2. Check the CME assigned

Expected Result:

The PR should have been assigned to the correct CME

Actual Result:

PR is not assigned to the correct CME

I'm not sure this is actually broken, I'm not on the engineering contributor management team so that's probably why it didn't assign it to me
