LayerList enhancement

Actual behavior

The blank icon in place of the expand/collapse icon for non-expandable layers leaves unnecessary blank space.

Possibly meant to be hidden on account the icon itself itself is aria-hidden but not hidden. Or not necessary to render.

Expected behavior

No unnecessary space like current LayerList.
