Reproducible Builds: Add a github-action check that all our DLLs are reproducible.

We can hash the DLLs and have a final tasks that retrieve the hashs across the windows, linux, macos build and checks that the hashs are the same.

I just noticed that our DLLs despite being built with the deterministic flags, arent reproducible, the hash of one I built locally doesn't match the hash of one built by github actions.
