Crime Data Exploratory Analysis

We now have crime data for several cities. We need someone to analyze the data and check data quality. In particular, standardizing the types of crimes across cities would be very helpful.

@brucerowan just a heads up, the focus of the usa-dashboard project has pivoted a bit away from the crime data, so that may be why there hasn't been a ton of movement on this part

Here's some notes from the Readme (as of 8/12/17):

Merging crime data: While this is a crucial piece of the crime effort, it has proven to be quite a blocker. This is being temporarily being pushed to the backlog until we have more momentum
Scraping crime data: We have quite a few cities covered, but we'd like to cover the top.
