We need to update the wav- configs with all updates recently applied to the https://github.com/ACCESS-NRI/access-om3-configs/tree/dev-1deg_jra55do_ryf and https://github.com/ACCESS-NRI/access-om3-configs/tree/dev-1deg_jra55do_iaf branches.

This will update the exe, add the license, tidy up the output etc.

We should fix the CI and repro tests first, see
