Plans: AT Stop Wall

We need to show users something when we begin to transfer their sites over. This might be initiated when the user shows intent to want to upload a theme, or install a plugin. Ideally this is shown for 30 seconds or less.

Let's investigate:

• What users are eligible for transfer (eg Business Plan, has domain, etc)
• What triggers a transfer
• How will will handle uploads (can we save a file ref to continue automatically upload when the site is ready)
