During the signup, the user agrees to our "fascinating Terms of Service". The link to https://en.wordpress.com/tos/ is hardcoded.

Instead, the locale should match the locale of the signup. We have localized ToS for some of the locales (for example, https://ru.wordpress.com/tos/), and we redirect to https://en.wordpress.com/tos/ when the localized version does not exist.
