When wp-admin > WooCommerce > Settings > General > General options > Shipping location(s) is set to "Disable shipping and shipping calculations", if you attempt to change the Charge taxes on shipping costs setting on https://wordpress.com/store/settings/taxes/{DOMAIN} it won't stick.

Note: Not sure how the shipping location setting got disabled in the first place.

@allendav was this the bug I encountered on my site? Would the proper fix for this be disabling the "Charge taxes on shipping costs" if "Disable shipping and shipping calculations" is truthy?

Confirmed this is still happening. That fix makes sense to me @timmyc - though I wonder if we should show some copy next to it explaining why? We don't have the shipping setting in Calypso yet so if it got turned on by accident it could be confusing to see that checkbox disabled for now reason.
