Translation Auto Updates: full control over language pack autoupdates

Synopsis: We want to be able to have fine grain control of what language packs get autoupdated.

Technical approach:

In order to archive this we need the following:

• Create an endpoint for autoupdating translations of Themes JSON API: Add auto_update_translations feature #5552
• Create an endpoint for autoupdating translations of Plugins Update/plugins endpoint add translations updates #5594
• Create an endpoint for autoupdating translations of Core
• Create an endpoint for to update all translations Add Autoupdate Translations #5953
